The Planning Section Chief - (PSC), a member of the General Staff, is responsible for the collection, evaluation, dissemination and use of information about the development of the incident and the status of resources. Information is needed to understand the current situation, predict the probable course of incident events, and prepare alternative strategies for the incident.
The Planning Section Chief coordinates special event planning as well as planning during emergency operations.
Chief Sean Sutton serves as the Planning Section Chief for the department. Chief Sutton was hired as a firefighter in 2004 and has been a career firefighter since 1996. Chief Sutton was union president for Carmel Professional Firefighters IAFF Local 4444 from 2013-2019 and served on several committees. Chief Sutton is also a member of Indiana Task Force 1 (FEMA/USAR) and serves as a Communications Specialist for the team and has been deployed to several hurricanes and disasters. Through the Fire Department Instructors Conference (FDIC), Chief Sutton is a member of the Command Staff for the FDIC HOT days and serves as Communications Leader.
Although communications falls under the Logistics Section Chief according to the National Incident Management System (NIMS), Chief Sutton also manages all aspects of Carmel Fire Department’s communications division. This includes, but is not limited to, policy development, training, purchase and maintenance of radios and mobile data computers, liaison with emergency dispatch, CAD programming, and administration of the fire records management reporting system.
