The primary function of the Clerk-Treasurer, a four-year elected official, is to serve as the fiscal officer of the city of Carmel.

Responsibilities of Clerk-Treasurer
The Clerk-Treasurer processes the receipts and expenditures of all city money; prescribes the payroll for the city; determines the manner in which vendors, officers and employees are paid; manages all city financial accounts; makes all investments on behalf of the city; prepares the budget estimates of revenue, financial statements and the proposed tax rate; manages all city records; serves as the clerk of the City Council and Board of Public Works by preparing agendas, recording proceedings and maintaining custody of records.

Citizens may view or photocopy the following public information at the Clerk-Treasurer's office during business hours:

    • Contracts between the city and other public agencies
    • Minutes of all public meetings conducted by the Board of Public Works and the City Council
    • Agendas for City Council and Board of Public Works Meetings
    • Copies of ordinances and resolutions
    • All financial data including revenues, expenditures and city budgets.

(Chicago)--The Certificate of Achievement for Excellence in Financial Reporting has been awarded to

City of Carmel

by the Government Finance Officers Association of the United States and Canada(GFOA) for it's comprehensive annual financial report (CAFR). The Certificate of Achievement is the highest form of recognition in the area of governmental accounting and financial reporting, and its attainment represents a significant accomplishment by a government and its management.

An Award of Financial Reporting Achievement has been awarded to the individual(s), department or agency designated by the government as. primarily responsible for preparing the award-winning CAFR.

This has been presented to:

Diana L. Cordray, Clerk-Treasurer
City of Carmel, Indiana

The CAFR has been judged by an impartial panel to meet the high standards of the program including demonstrating a constructive "spirit of full disclosure" to clearly communicate its financial story and motivate potential users and user groups to read the CAFR.

The GFOA is a nonprofit professional association serving approximately 15,000 government finance professionals with offices in Chicago, IL, and. Washington, D.C.

With Carmel’s rapid growth under Mayor Jim Brainard’s administration, the Clerk Treasurer’s office must provide more information to the citizens of Carmel and other government agencies.
