Diana L.
Cordray began her first four-year term as Clerk-Treasurer for the
City of Carmel in January 1996. During this term she and her staff targeted
accessibility to public documents as a priority. This reorganization resulted
in the implementation of
LaserFiche™
in 2000. This electronic records system allows internet accessibility to City
documents 24/7.
Carmel voters re-elected
Diana in November 1999, 2003 and 2007 permitting her to continue in her role
as the fiscal officer and to continue her goals toward the future financial
success of the City. Diana has taken an active role in the Indiana League of
Municipal Clerks and Treasurers (ILMCT) as their legislative chairwoman from
1998-2007. She has also been a member of the Executive Committee of the
Indiana Association of Cities and Towns (IACT)
since 1999, as well as a member of the IACT Legislative Committee since 1998.
Diana was also appointed to the IACT Municipal Finance Policy Committee in
2004.
One of Diana’s most
outstanding achievements was the production of the City’s first
Comprehensive Annual Financial Report (CAFR). This report provides a detailed
description of the City’s financial activity. The CAFR is updated annually and
reviewed for accuracy by the Government Finance
Officers Association (GFOA) of the United States and Canada. Diana
was awarded the “Certificate of Achievement for
Excellence in Financial Reporting” for fiscal years 1998-2007 in
recognition of this accomplishment. The Certificate of Achievement is the
highest form of recognition in the area of governmental accounting and financial
reporting. Ms. Cordray, as the individual responsible for preparing the
award-winning CAFR, is the recipient of the Award of Financial Reporting
Achievement.
Diana was appointed to
the Finance, Administration and Intergovernmental Relations (FAIR) steering
committee of the National League of Cities
(NLC) in 2003 where she is serving as a Co-Chair for 2008. Diana was
also appointed to Governor Mitch Daniels Commission on Physical Fitness and
Sport in 2005.
In previous years, Diana has played key roles with two of the most
respected public servants in Indiana history - former Governor Otis Bowen and
Senator Richard G. Lugar. Governor Bowen appointed Diana to serve as
Executive Director of the Indiana Real Estate Commission. She was the
first woman and the youngest appointee to this position. In 1994, Diana
graduated from the Richard G. Lugar Excellence in Public Service Series, a
program established in 1990 to provide leadership training to Indiana women.
Diana is also a graduate of the Indiana University School of Science and
attended the Indiana University School of Law at Indianapolis.
Diana and her husband are
co-owners of a telecommunications company founded in 1990. As co-founder and
business owner, Diana was actively involved with the daily operations of this
business until January 1996.
