U.S. and Russian Counterparts Share
Experience through
Open World Program in Carmel
Carmel, IN - Four Russian healthcare
leaders participating in the Open World Program will
visit with Mayor Jim Brainard at Carmel City Hall on
Tuesday, September 18th at 3 p.m. in the Mayor’s conference
room. The independent Open World Leadership Center at the
Library of Congress enables emerging Russian political and
civic leaders to work with their US counterparts and
experience American-style democracy at the local level.
Mayor Brainard will talk with the group about how Carmel’s
high quality of life helps attract and retain strong
corporate partners in our community as well as excellent
health care providers for our citizens.
Natalia Rekhter, a Lecturer from IUPUI’s School of Public
and Environmental Affairs (SPEA), was awarded a grant from
the Open World Leadership Center to administer this exchange
in 2007. The Russian delegation includes Dr. Irina
Schurenkova, Dr. Alexander Pavluk, Dr. Michael Isaev, Mrs.
Irina Oreshnikova and a facilitator, Ms. Yulia Zhulina.
These Russian healthcare leaders will be in Indiana
September 15-23 examining issues of healthcare delivery,
management and financing. While here, the Russian delegation
will stay at the homes of Carmel residents to allow the
Russian delegation to experience American family life.
In addition to their visit with Mayor Brainard at Carmel
City Hall, the Russian delegates will visit Johnson Memorial
Hospital, Riley Hospital, long-term care facilities, the
Timmy Foundation, Community North Hospital, West Clay
Elementary School, Fairbanks Hospital and Rehab Facilities,
and other healthcare organizations. Delegates will also take
part in several cultural and community activities, including
a visit to the Indiana State Capitol building, Beef and
Boards Theatre, jazz concerts, the Indiana State Museum, and
a meeting with the Dean of SPEA at IUPUI.
“We are honored to host the Russian delegation during their
stay here in Carmel. It’s a wonderful opportunity to be able
to share our City planning and growth strategies with these
Russian doctors and to be a part of their experience here in
America,” said Mayor Jim Brainard.
The Open World Program is a unique, nonpartisan
initiative of the U.S. Congress designed to build mutual
understanding between the U.S. and Russia. Over 11,000 Open
World participants from all 89 Russian regions have been
hosted in all 50 of the United States since the program’s
inception in 1999. Delegates range from members of the
Russian parliament to mayors, from innovative non profit
directors to journalists, and from regional administrators
to political party activists.
