
Diana L. Cordray was first elected as Clerk-Treasurer for the City of Carmel in November 1995 and took office on January 1, 1996. During this term she targeted accessibility to public documents and sound financial management as her goals. This reorganization resulted in the implementation of LaserFiche™ in 2000.
Diana has taken an active role in the Indiana League of Municipal Clerks and Treasurers (ILMCT) as their legislative chairwoman from 1998 - 2009. She has testified before the Indiana General Assembly on numerous occasions on behalf of ILMCT resulting in greater efficiency for Indiana cities and towns.
She has been a member of the Board of Directors for the Indiana Association of Cities and Towns (IACT) since 1999, as well as a member of the IACT Legislative Committee since 1998. She was also appointed to the IACT Municipal Finance Policy Committee and continues in that role. In 2008 Diana was the recipient of the Financial Management Award for Indiana cities and towns. She is the first elected official in the city of Carmel to receive this recognition.
One of Diana’s most outstanding achievements was the production of the City’s first Comprehensive Annual Financial Report (CAFR). This report provides a detailed description of the City’s financial activity. The CAFR is updated annually and reviewed for accuracy by the Government Finance Officers Association (GFOA) of the United States and Canada. Diana was awarded the “Certificate of Achievement for Excellence in Financial Reporting” for fiscal years 1998-2008 in recognition of this accomplishment. The Certificate of Achievement is the highest form of recognition in the area of governmental accounting and financial reporting. Ms. Cordray, as the individual responsible for preparing the award-winning CAFR, is the recipient of the Award of Financial Reporting Achievement.
Diana was appointed to the Finance, Administration and Intergovernmental Relations (FAIR) steering committee of the National League of Cities (NLC) in 2003 where she served as co-chair in 2008. NLC President Kathy Novak appointed Diana chair of the FAIR Committee in 2009. She is the first Clerk Treasurer in Indiana to chair this national committee.
In 2009, Diana attended the Homeland Security Seminar on Emergency Management Training. This seminar was sponsored by the National League of Cities and the International County Management Association. She also was elected in 2009 to the Board of Directors of the Indiana Women in Public Finance.
Diana is also a graduate from the Richard G. Lugar Excellence in Public Service Series, a program established in 1990 to provide leadership training to Indiana women. Additionally, Governor Mitch Daniels appointed her to the Governor’s Commission on Physical Fitness and Sport in 2005. She is a graduate of Indiana University and attended the Indiana University School of Law at Indianapolis. Diana appreciates the confidence the citizen’s of Carmel have shown in her. She has worked to implement processes and use technology to give complete transparency to all public records.
Diana and her husband Bill have lived in Carmel since 1977.
