Carmel-Clay Communications

Carmel-Clay Communications has a budgeted staff of twenty-three (27) full-time employees and two (2) part-time persons. Administrative, CALEA, Engineering, and the Operations Manager work a normal Monday to Friday Schedule from 8Am to 4:30 PM. Each is on-call at all times. The dispatch function is divided into four (4) shifts working twelve (12) hours each in two (2) day rotations. The shift hours are 6 AM to 6 PM and 6 PM to 6 AM.
 

There are three (3) Divisions that make up the whole of Carmel-Clay Communications:

Administrative
Direction and administrative functions are performed by the Director, Office Administrator, the
CALEA Coordinator (accreditation management), and a part-time Clerk for a total of 3.5 persons.
Alarm Permits are also issued by this office for both residential and businesses.


Engineering
Citywide communication service needs are supported by a staff of three (3) technicians. These persons support telephony and voicemail, radio system repair and programming, mobile data computers, siren maintenance, radar certifications, building security and internal alarm system(s), video cameras, maintains the readiness of the Mobile Incident Command vehicle, and develops internal operational databases.


Operations
This Division performs the 911 and non-emergency call taking and requisite dispatch functions. A total of 21.5 persons serve this purpose including the Operations Manager and four (4) dispatch shifts consisting of five (5) persons each. There is one (1) part-time dispatcher position.
The Operations Manager also performs Carmel’s 911 street addressing duties.


Geography
Geographically, Carmel is situated within Hamilton County, Indiana. Owing to recent annexations, Carmel encompasses nearly all of Clay Township which is geographically located in the southwest corner of Hamilton County. Its boundaries include Boone County line (Zionsville) on the west, White River on the east, 96th Street (Marion County/Indianapolis) on the south, and 146th Street on the north. The total land area approximates 60 square miles and serves an estimated 68,653 residents although its day time population is much larger. Traffic flow through Carmel is substantial as US-421 enters from the northwest, US-31 divides the city north to south, and US-431 intersects US-31 and I-465 running on the east. It runs east and west through Carmel above the 96th Street south boundary. US-431, US-31 and US-421 all interchange with I-465

Interoperability
Carmel and Hamilton County joined (2003) their respective 5 channel and 10 channel 800 MHz radio systems together under one FCC license to form a single 15 channel, simulcast radio system. In 2006, Carmel and Hamilton County also collaborated to implement a shared Computer Aided Dispatch (CAD) system which allows for real time data interoperability. Backup between the two PSAP's is also available in real-time. The primary radio and CAD hardware is located in Hamilton County facilities and Carmel maintains the backup facilities. 911 trunk lines can be automatically forced to either location for immediate response without having to move personnel to a non-staffed backup location. A fiber ring “loop” exists to assure uninterrupted bi-directional flow of data should one direction be rendered inoperable.


Tornado Sirens
Carmel operates and maintains 21 tornado sirens located throughout Clay Township. These are activated any time a tornado warning is issued by the National Weather Service or if, during a Tornado Watch, a credible source spots a funnel cloud in or near the Carmel-Clay area.


Reverse 911
Carmel maintains the Reverse 911 system in readiness at all times to send alert messages as needed to its citizens. By use of mapping tools, small segments of the community may be targeted as required or the “mass call” feature may also be placed into action to dial the more than 70,000 landline telephone numbers registered within the 911 Master Street Address Guide.

Carmel Communications 2008 annual budget can be divided into four basic categories including Personal Services; Supplies; Other Services; and, Capital Outlay.
