COMMERCIAL/INSTITUTIONAL /MULTI-FAMILY
PERMIT REQUIREMENTSAll new construction, demolition, and various other site improvements and activities within the City of Carmel and Clay Township requires an Improvement Location Permit (ILP or building permit). This would include all new structures, interior remodels and renovations, and/or enlargements. If you are in doubt about whether you would need a permit, please contact our office anytime between 8 a.m. and 5 p.m. at (317) 571-2444, or contact our Inspector on Call between 8:00 a.m. and 9:00 a.m. at (317) 571-2481. We can help you make that determination. One ILP is typically issued for any given construction project, and all work being done is covered under this permit. The Builder of Record on the ILP assumes responsibility for all aspects of construction performed, from the actual types of work being done to the scheduling and completion of all required inspections, and payment of all fees.
For MULTI-FAMILY projects, please note that these are projects for apartment or condominium structures. There are presently developments which market themselves as "town homes," which are using HPR, or working under that same model. For these, there is a building of multiple dwelling units which sits on a single parcel of land. Each unit owner privately owns only that which is within the walls of their personal unit, and are issued a separate tax ID for that area only. However, all owners within the building and/or entire development commonly own all land area exterior of the structures themselves. Submittal meetings are required for this type of construction, which is considered a commercial class of construction. Their separation wall requirements are also less than the criteria for what we term as "true" town homes. The submittal meeting is only required with the first building permit(s) being applied for in the development unless the development plan or other changes in Planning & Zoning process approvals occur. One permit is issued per building. (Not per individual dwelling unit.) Township requires a certain number of building inspections to be completed and before the Certificate of Occupancy or Certificate of Substantial Completion may be issued.
