Department of Community Services BUILDING & CODE SERVICES TEMPORARY USE PERMIT REQUIREMENTS Temporary use permits are issued for special uses of structures, temporary placement of a structure for specific purposes, seasonal outdoor sales or sales displays, or special events.  If you are in doubt about whether you would need a temporary use permit, please call our office anytime between 8 a.m. and 5 p.m. at (317) 571-2444, to speak with one of our Code Enforcement staff.  We can help you make that determination.  We understand that time can play a critical factor.  Our goal is to facilitate the process to meet both the needs of our customers and the City of Carmel/Clay Township.  Please call if we can assist you.
