New roundabout under construction at Carmel Drive and Pennsylvania Street

11 new roundabouts / Rangeline changes / Keystone paving


Carmel, IN – The City of Carmel is releasing its annual list of major road construction projects for the summer and fall of 2020 and next year, 2021. The projects include 11 roundabouts, an extension of the Rangeline Road renovation to provide a safer and more beautiful corridor and repaving of Keystone Parkway.

“Carmel continues to grow with new residents and corporate employers, which means the number of vehicles using our road network is also growing. It is important that we keep ahead of the growth and keep our roadways safe and efficient for all of our residents, visitors and workers,” said Mayor Jim Brainard.

The City of Carmel will continue to build roundabouts due to their proven track record of saving lives by reducing the number of accidents that produce fatalities and personal injuries. According to city statistics, Carmel has averaged just two fatalities per year over the past five years.
Carmel's five-year average fatality accident rate in 2019 was just 2.136 per 100,000 (the standard measurement), compared to 11.585 in Indianapolis, 16.756 in Anderson, 11.358 in Ft. Wayne, 20.379 in Kokomo and 30.058 in Columbus. (See data in attached document).

Three of the roundabouts are being funded by Clay Township. The remainder of the projects are being paid for from a variety of funding sources, including bonds previously issued by the City of Carmel, the Engineering budget and federal highway sources. There have been no new bonds issued for these projects.

The new roundabouts are being added at the following locations over the next two years:06.24 CarmelLink

  • Carmel Drive and Pennsylvania Street
  • 96th Street and Haverstick Road
  • 116th Street and Guilford Road
  • 116th Street and College Avenue
  • 111th Street and Westfield Boulevard
  • 111th Street and Lexington Drive
  • Illinois Street and Zotec Drive
  • Walnut Street and Rangeline Road
  • 116th Street and Rangeline Road
  • Medical Drive and Rangeline Road
  • 111th Street and College Avenue

Rangeline Road, north of City Center Drive, a five-lane corridor, will see a reduction in lanes, as it now is south of City Center Drive. The project will also add medians, safe bike lanes and raised pedestrian crosswalks. This new section will extend from City Center Drive to Elm Street and will include a new Walnut Street (or 6th Street) roundabout.

While we are providing a snapshot of projects planned, please remember there are many variables, including weather, that affect the exact start and finish dates. Notices of closures or detours will be sent closer to the beginning of construction.
