ATTENTION PLUMBING AND EXCAVATING COMPANIES
If your project involves a new connection, modification or repair to the sanitary sewers in the City of Carmel’s sewer service area, you must first ensure that you have current bond paperwork filed with Carmel Utilities. The Utilities office can be reached at 317-571-2443. City of Carmel office hours are 8:00 am – 4:30 pm, Monday through Friday (excluding City recognized holidays and observances).
If the sewer connection is for an existing home that was previously served by a septic system, arrangements for payment of all Availability and Connection Fees must be made with Carmel Utilities prior to the commencement of sewer installation.
Connection permits are not necessary; however, you may be subject to Right-of-Way or Stormwater Management Permitting standards as set forth by the City of Carmel’s Engineering Department. Please contact their office during regular City office hours at 317-571-2441.
NEW CONSTRUCTION
- All lateral piping shall be 6” with a minimum of SDR35 PVC.
- Pipe may be glue or gasket fittings.
- All laterals must have visible fall, and be installed with minimum 12 gauge tracer wire.
- Cleanouts shall be installed within 3’ of outside wall, with additional cleanouts for every 100 feet.
- All laterals must have 6” below and above pipe of granular backfill. Top of pipe must be visible at time of inspection, along with both connections.
- All elbows and connection points shall be a minimum of SDR35 PVC – NO FLEXIBLE COUPLINGS ALLOWED
REPLACEMENT OR REPAIRS OF LATERALS
- All lateral piping shall be 6” with a minimum of SDR35 PVC.
- Pipe may be glue or gasket fittings.
- All laterals must have visible fall, and be installed with minimum 12 gauge tracer wire.
- Cleanouts shall be installed within 3’ of outside wall, with additional cleanouts for every 100 feet.
- All laterals must have 6” below and above pipe of granular backfill. Top of pipe must be visible at time of inspection, along with both connections.
- All elbows and connection points shall be a minimum of SDR35 PVC – NO FLEXIBLE COUPLINGS ALLOWED
- Transitions in pipe type shall be made with “non-shear” type, shielded couplings.
An open ditch inspection will always be required, whether the project involves a full lateral service installation or something as small as a cleanout repair. There is no cost for the initial inspection. However, if it is found that an installation or repair has occurred or been backfilled without proper notification and inspection by Carmel Utilities, sufficient penalties may ensue. This includes exposing the previously excavated pipe for a visual inspection by the City.
Notification of an inspection must be made 24 hours in advance by calling the Wastewater Treatment Plant office at 317-571-2634, ext-0. Inspections called in after hours will have to wait until the following day in order to schedule. Voicemails for inspection requests will not be allowed.
