The Mayor’s Advisory Commission on Housing was established by Executive Order SF-2024-21 in December of 2024.

The Commission was created to assess and implement the Housing Task Force’s recommendations, evaluate specific housing policies, review the housing needs in response to the changing housing market, and manage other matters related to housing in Carmel.

Carmel Mayor Sue Finkam announced the launch of the Carmel Housing Task Force, a team of local leaders, experts and Carmel citizens established to study the state of housing in the city. Designed to ensure the housing needs of all Carmel residents and support workforce needs of the business community, the task force’s findings will inform the City’s future housing strategy. For more information about the Housing Task Force, including results of its study, visit the Housing Task Force page.

Initiatives, Goals, Accomplishments

  • Facilitate the development of and updates to a Housing Strategy and Vision Plan for Carmel that will comprehensively provide a plan to meet Carmel's housing objectives, that will include, at a minimum, these three elements:
    • An articulation of Carmel's housing policy objectives
    • A set of policy tools that draw on the capacities of all City agencies
    • Measurable goals and milestones to track and monitor progress.
  • Facilitate the implementation of the Housing Task Force's recommendations, including:
    • Strategy options for protecting existing single-family neighborhoods
    • Assessment of current zoning regulations and permitting processes related to housing, and options to allow Missing Middle Housing
    • Study options and strategies for new affordable housing, including recommendations on the approval process, appropriate standards, conditions and locations for Accessory Dwelling Units.
  • Establish a list of numerical goals and associated milestones to track and monitor progress.

Meeting Dates

The Commission will generally meet on the fourth Thursday of every other month from 9:00 to 11:00 a.m. in the City Hall Council Chambers, unless otherwise indicated below. All task force meetings will be live-streamed as well as open to the public. Public meetings are broadcast live on Carmel TV and YouTube.
