Request for Qualifications:

The City of Carmel in partnership with the Indiana Arts Commission seeks an experienced artist to create a mural in the breezeway of Sophia Square located at W. Main Street and 2nd Ave NW (near the Pad Thai Restaurant).

The 18ft x 5ft mural will be on three to four large panels and mounted to the space above the stairs in parking garage. This work should beautify the stairwell and include bright colors.

To be eligible to submit for this opportunity, artists must:

  1. Be able to meet ALL of the project requirements (see below)

  2. Be age 18 or older

  3. Be willing to meet all contractual obligations and adhere to a strict budget and timeline

  4. Carry personal liability insurance for the duration of the project

  5. If artist has any employees, the employer must enroll in the Indiana e-Verify program

This Project Will Require:

  1. Providing the application information described below

  2. Painting and sealing

  3. Coordinating with the City of Carmel to develop an approved design

  4. Coordinating with the City of Carmel for the installation of the artwork

Project Budget:

This project will carry a commission fee of $6,000 for design, fabrication and installation of the mural. This fee will cover all of the artist’s compensation and anticipated expenses, including (but not limited to) design fees, paint, brushes, sealant, other materials, production and labor. Payment will be made in two installments: 50 percent ($3,000) will be paid to the artist at the beginning of the project, with the remaining 50 percent ($3,000) to be paid once the City of Carmel has signed off on completion of the project. Please note that these payments will be made through the City of Carmel claims process and can take up to 30 days to finalize.

Selection Criteria:

Finalists will be selected based upon the following criteria:

Technical Ability: Artist’s submission indicates professionalism, skill with materials and techniques, and indicates the capacity to meet the requirements of this project

Artistic Quality: Artist’s past work is appropriate to its context, innovative, creative and stylistically distinctive

Public Art Advocate: Artist’s ability to represent the Arts & Design District in a professional manner in media interviews and marketing materials related to the mural project, as well as the ability to communicate and advocate for the importance of public art in general.

Project Timeline and Selection Process:

This timeline represents the project as it now appears. Changes may be necessary as the project progresses.

  • May 3, 2021 - June 3, 2021: Request for qualifications

    • June 3, 2021: Deadline for qualification submissions

    • June 4 -June 14, 2021: Selection Committee Review

    • June 15, 2021: Selection of final five candidates (artists will be emailed)

      • Final five artists will be compensated $200.00 each for their final designs

      • Artist’s will have from June 15, 2021 – September 1, 2021 to work on their final designs

    • September 2, 2021: Final designs submitted

    • September 6, 2021: Two eliminations

    • September 11,2021: Public vote with three final artists

      • The public vote will take place during September’s Meet Me on Main event

      • Artists are not required to attend

    • September 15, 2021: Winner Announced

  • October 1, 2021 - December 4, 2021: Installation: Any time between
