The Redevelopment Authority was formed through Ordinance No. D-1284-97 in April 1997, and amended by Ordinance Nos. D-2067-11 in November 2011, D-2198-14 in June 2015 and D-2277-16 January 2016.

A separate body created by state statute, the Redevelopment Authority acts as a mechanism to finance infrastructure projects approved by the Carmel City Council, including facilitating lease-rental bond structures with the Carmel Redevelopment Commission. The Redevelopment Authority only takes actions that carry out the ordinances and resolutions passed by the Carmel City Council.

The Redevelopment Authority is governed by a three-member board of directors, all of whom are appointed by the Mayor to a three-year term.
