EMS Quality Improvement Program
The Carmel Fire Department EMS Division is dedicated to the continuous evaluation and improvement of the processes used to provide quality emergency medical care. Treating all clinical reviews with respect and confidentiality, the EMS Division aims to enhance communication and teamwork between field practitioners and receiving hospitals. Under the guidance of the Department’s Medical Director, Dr. Stephanie Gardner, the EMS Division oversees and manages the delivery of emergency medical services in the following ways:

Clinical Performance Management - Ensures that CFD provides the highest quality out-of-hospital health care to the public through compassionate and proficient firefighters.

System Operations - Focuses on how CFD delivers its services to the public, ensuring continuity of service with a fully integrated Engine-based first response and a dynamic transport ambulance workforce. This includes fleet deployment and management, unit staffing and configuration, and logistics.

Risk Management - Identifies, evaluates, and reduces opportunities for injury to the public or CFD members due to Department activities, emphasizing prevention and error reduction.

Education and Training - Provides CFD personnel with the education and skills necessary to maintain high proficiency in emergency care and services. The EMS Training Division staff is responsible for curriculum development and training oversight, while the Medical Director ensures the training program reflects best contemporary practices in EMS education.

Administration - Focuses on support and oversight functions necessary for effective and efficient Department operations. Administrative functions include customer service, finance and budgeting, compliance with federal and state regulations, human resource management, and medical records management.

Research - Strives to provide the best service by evaluating new practices, techniques, and equipment to improve emergency care. Activities include sponsored clinical trials, pilot projects, and exploration of new treatment modalities.

Vision
Our Vision is for fire service based EMS to be viewed and utilized in an expanded role through the implementation of a free community health service delivery model. The Carmel Fire Department will focus on providing health education & prevention, expanded resources, guidance & navigation of the health care system, and patient care plans.
Priorities
Focusing on our four principal priorities will ensure all community members benefit from an improvement in the delivery of their healthcare and improve their overall health at a reduction in everyone’s overall healthcare cost.

With better understanding of their healthcare, patients and families can make informed choices that will lead to better outcomes and reduced visits to emergency departments or hospitalization.
Mobile Integrated Healthcare brings back at home doctor style visits. Once a request for MIH is received our providers can visit the patient in their home and perform: vital sign assessment, medication reconciliation, home safety assessment, review doctors’ orders, resource management, and in some instances provide transportation to scheduled appointments.

Special Operations
The Carmel Fire Department has paramedics assigned to the Carmel Police Department's SWAT (Special Weapons and Tactics) Team. SWAT Medics are utilized to provide emergency medical attention to law enforcement officers, civilians, and suspects during high-risk situations. These medics deliver tactical medical care in environments that are too dangerous for non-tactical paramedics or ambulance crews.
SWAT Medics are paramedics who have received specialized training in both Basic and Advanced tactical medicine. They are required to attend monthly training sessions with the Carmel Police Department's SWAT Team, making them an integral part of the team. Their role is critical in ensuring that all individuals involved in SWAT operations receive timely and effective medical care, regardless of the circumstances.
