Most departments within City of Carmel government prepare and submit notices for bids or quotes to City Clerk Sue Wolfgang. She then schedules advertising for these notices and takes physical receipt of submitted bid or quote packets in her office on the third floor of Carmel City Hall.

These sealed packets are delivered by the City Clerk to the Board of Public Works where they are opened at their public meetings on the first and third Wednesdays of each month at 10:00 a.m. in City Council Chambers on the second floor of City Hall.


Preparing/Submitting Bids or Quotes

  • Contact information is contained within the advertised notice - At the end of each description, a contact name and phone number are provided.

  • Any additional information should be obtained through the contact(s).

  • Vendors are responsible for checking the web site for any addendums or revisions.

  • All bids or quotes, except for the Carmel Redevelopment Commission (CRC), should be delivered to:
     Sue Wolfgang, Carmel City Clerk
      Third Floor, Carmel City Hall
      1 Civic Square
      Carmel, IN 46032
      8:00 a.m. - 4:00 p.m., Monday - Friday

    • If no one is available in the Clerk’s office, the packet may be given to the City Hall receptionist or security guard on the first floor. Please indicate on the outside of the packet that it is a bid/quote.
      The packet will be date- and time-stamped and presented for opening at the next BPW meeting. Bids or quotes may be received up until the 10:00 a.m., start time of each BPW meeting.
